Calls from China on Dell Voice

So I made an account for my girlfriend who's in China at the moment. I got her a local 604 number here in Vancouver. She said that she tried calling me but it didn't work. Do you happen to know if Dell Voice is working in China, ie someone has been known to have used it. I don't know if it's China who's blocking it or something else.

I know Tango, skype etc. and other apps work in China so it'd be weird if it was the case. Just wondering. Hard to troubleshoot when she's far away so asking if anyone knows.

Was the application able to connect in the first place?

When the call failed, what did she see on her end (ie 'Failed", fast busy tone, etc..)

So I talked to her and she said she was able to connect to Dell Voice and she sees the blue icon on the top of her galaxy s phone. She has data on her phone there but it seems like it doesn't work when she calls. She told me that she got a message saying that she needs 3G data. I'm not sure about the quality of the data there but we're able to use goggle talk and other messaging programs. She hasn't set up wifi yet so she won't be able to try using wifi and wouldn't be able to try on her pc yet. Anyway, when I try calling her when she's connected, I go straight to her voice mail. I'm not too sure what the problem is but will still trouble shoot.

I hope that it isn't block there.

On my Galaxy S2, the blue icon in the notification bar indicates that I am "Connected to Fongo...", if the app isn't working when "Connected to Fongo..." it would suggest that might be the case. Since I'm clearly no expert on China's telecommunication practices however, it's just a guess.

I am not sure if it's true
But I heard that in China, it is illegal to use VOIP services if they are not provided by China Mobile, China Unicom or China Telecom.
So many it's blocked when they detect someone trying to initiate a SIP session?

Funny thing...Yesterday night I was researching that as well. But then I read it was only blocked till 2008. I'm not sure the situation now. I was going to have her try again but since service was down for maintenance last night I didn't bother. Service seems to be up again so I'll get her to try again, and maybe even on computer to see if it's really blocked but I'll have to wait till she's up.
