Calls from International locations
Can I call for free from International location to phone number in free calling city?

It should work as long as voip is not blocked at the International location.

If you're calling into your number, the phone company you are calling from will see the call no differently than calling a landline or cell phone. However, you may be subject to any applicable long distance charges depending on where you call from.

Okay, now i'm confused as this seems different than what's been said earlier
Let's say i'm in Vancouver with a vancouver number and make 2 calls - 1 to a "non" Dell Voice cellphone in vancouver and the other to a non dell voice cellphone in Toronto. There is "no charges" here.
If i vacation in say Australia and take my phone with me, calling these same 2 numbers now incurs "long distance charges"

My understanding is that if you use a DV# to call a DV#, then it doesn't matter where you are and where the other person is so long as you have wifi or data (data charges applies) then the call itself is free. If you use a DV# to call a non-DV number in one of those free calling cities list, it doesn't matter where you are, it should be free so long as you have wifi or data (data charges applies).
If you receive a call on your DV#, no matter where you are, incoming calls are free. Data charges applies.
Now, I think what Steve meant was that if someone calls your DV#, the company from which they call (either landline or mobile) will see the call to your DV# no differently as if they were calling another landline/mobile.
Now, if it was you who were calling a DV#, and you were somewhere else (like in another country) and you called that DV#, since that DV# would have a Canadian area code, then long distance charges would apply as it is no different than calling a landline or mobile in Canada.
