New home phone setup not working

Hello, I just set up my fongo home phone- an older corded-style phone. I get a dial tone when I lift the receiver, but when I try to place a call, I get an immediate busy signal no matter what number I try to reach. When I call the fongo home phone number from another phone, it goes straight to voicemail without ringing. Does anyone know how to troubleshoot this?
