phone keeps ringing after pick-up

We've had this problem for awhile. Fongo Home Phone often has one continuous ring, then the other portable phone sets continue to ring after pick-up. We've changed internet providers and routers (for other reasons) but the problem persists. Wondering if our Fongo device needs replacing or if other people are getting this problem. Any ideas? Thanks

I've seen that occur before due to cordless phones not communicating well with the phone base. The distance from the cordless phones to the base were too far or signal interference occurred.
The issue can be intermittent (doesn't always occur).

It's pretty easy to test with a couple of corded phones and a phone jack splitter plugged into the back of the ATA. As soon as the call is answered, the other corded phone stops ringing.
If that works fine, then the problem involves the cordless phones/phone base.
