We really like FPL and the value it offers. I've recently switched along with ten of my friends, to the service. The product works great, and the customer service as well as technical staff have all been helpful, attentive and well versed. (much better than other voip providers - IMHO) I've ported-in a number of phone numbers from other companies, without issue. We also like the very reasonable international rates. Given that most people have cell phones, this affordable home phone option is absolutely fabulous !!
I think a key to this service is to invest in good equipment as it minimized technical issues. I used either Handytone 502 or Linksys Spa2102, for my friends and connected their internet router to the phone adapter. If they wanted a wireless router connected, I disabled its dhcp and connected it to the phone adapter's lan port. I find this setup produces the least amount of issues for my average internet user friends.
FPL does offer basic 911, and their staff have called me on every new activation to confirm the physical address. I was impressed by the efficiency.
