99 Cent offer

Hi
2-3 weeks ago I saw fongo making an offer for 99 cents/month for a sim card that enables certain features on the cellphone dedicated solely for FONGO.
Does anyone remeber such an offer or anything like it ? I could not find it on Fongo's website.
