310 numbers such as 310-3789 which normally do not require an area code must be dialed with the area code of the subscribers freephoneline. The dial plan is getting them confused with California area code 310.

At present time we don't have any routing in affect for 310 numbers since they are special regional numbers and aren't offered by most VOIP providers. All 310 numbers have a local number/800 number that will let you reach the same place.

Does this mean we can dial 310 numbers by dialing our local area code in front first - or 310 numbers are in fact unavailable for freephoneline users. For example, the only way I know to order Gino's pizza is 310-GINO - and I am with a 289 homephone number - can I dial 289-310-GINO or is Gino's pizza not available to me?

310 numbers are short codes, for the majority they all have 1-800 numbers associated with them, if not a local number which must be dialed in place of it.
310 numbers such as 310-3789 which normally do not require an area code must be dialed with the area code of the subscribers freephoneline. The dial plan is getting them confused with California area code 310.
The statement here about them requiring an area code is where I think the confusion is stemming from. Most dial plans do not allow for seven digit dialing, they only allow 10 for local numbers (and 16+ for international etc...). Adding the area code would allow the call to be dialed as it would then be a ten digit number, this does not mean it will work.

As stated above, 310-XXXX short code dialing is not offered at this time; dialing NPA-310-XXXX would attempt to dial the 310 exchange of the particular NPA (Area Code) you are prefixing it with.

At the bottom of Gino's website main page, they print in large letters the general toll-fre access number: 1-866-310-GINO.

I think that one will work because it's not really a 310-xxxx number "shortcut", but an 866 toll-free regular number.

And it's better off to find out the local phone number from your local gino's and call them directly. Not only will you always get your order right, but you can call ahead, and pick up, and get the walk in special of the location.
