I know they had taken the online store down for a while, so maybe they didn't quite put everything back the way they wanted.
Are you in Canada right now or somewhere else?
Another thought that just came to mind, are you using your mobile network to try and buy credits? If so, and they are grabbing your country from your IP, you might be coming in on an A2 country code (Satellite Provider). If they are trying to match that against Canada (CA) then there is an obvious mis-match. Same if you are using behind an anonymous proxy (A1).
Or it could just be their GeoIP software (MaxMind?) is not up to date and is matching your IP country wrong.
Either way, it looks like you will have to call in, or try and use a normal internet connection if you are indeed using your 3/4G network.
