289 Area Code unable to Call from 647 Area Code

hi guys, I need your help, when I try to call to 289-723-xxxx it says I don't have enough money to call this Tel# , as every body know you are calling from 416 or 647 it is Free to call 289 Area. But I am unable to reach this Number, simply asking money..

So can any body let me know, why I have to pay money to call this 289-723-xxxx number.

hope some one know, please let me know how to fix this problem.

My problem fix by staff. so it is working fine 289 area code.
