Unable to call Croatia - error: "Address Incomplete"

All of a sudden I'm getting the error "Address Incomplete" whenever I try to call a Croatian phone #. Last time I called was about 5 months ago. No changes have been made on my end since then, this used to work.

Here is the format of the number I'm calling: +385-21-xxx-xxx
also tried 011-385-21-xxx-xxx (same error)

The issue is not the phone # itself since I have tried to call several different (Croatian) phone numbers (land-line and mobile) and the error is the same. Calling other (non-croatian) phone #'s works fine.

Anyone know what the issue is?

That's SIP error 484.

SIP error 484 means that the address is incomplete. Sometimes the full phone number is not being sent properly. Typically this is due to the user not dialing the full phone number. Another common cause is an issue with the user's dial plan.

Okay, you should be dialing 011 first with FPL to make international calls.

1) You should should view your FPL call logs to ensure the full phone number is being sent: log in at https://www.freephoneline.ca/doGetCallLogs

2) Dial ***1. Enter the IP address you hear into a web browser. Log into your OBi110.
Navigate to Status-->Call History.
Was the full phone number sent via whatever SP you have FPL configured on?

3) Make sure you're not trying to spoof outbound caller ID or block your outbound number.
Pick up the phone attached to your OBi110. Dial *82.


If the full number is being sent, then there's probably an issue with an interconnect carrier that Fibernetics is using.
I suspect this is the case since you were able to dial these numbers before.
Open a ticket, provide support staff with the full phone number you're trying to reach, and explain the problem: https://support.fongo.com/hc/en-us/requests/new.
Try "World Credits Inquiry" for the final issue type.
A response may take up to a week due to "degraded performance" of the support system: https://status.fongo.com/.

I should have mentioned to include a call log entry for the failed call.
Login at https://www.freephoneline.ca/doGetCallLogs
Select the month, and click "submit"
Then copy and paste corresponding line (used for dialing 01138521xxxxxx) into your ticket.

Just reply to your exiting ticket's email (you likely received an automatic reply from Fongo) with that information, please.
