It looks like it's not possible to register for a new FPL number right now; in Firefox the image for the generated security number doesn't appear at all, and in IE7/IE8 it appears as a missing image ('x' icon).
If you attempt to submit the form without an entry in the number field it does what it should and prompts you to enter the number in the image below, but if you enter some random numbers and submit the form you get an exception from the class that deals with the security image (see attached image).
