Normally local to Edmonton numbers not lcl to freephoneline

I have a new freephoneline number 780-851-xxxx it works great for people within Edmonton to call me such as 780-451-xxxx however the freephoneline number is not local to Alberta Beach 780-924-xxxx numbers yet these 780-924 numbers a local to 780-451 numbers ... is this normal? Thanks in advance

After a couple of PM`s with Steve, we were able to determine that the problem was with the local 780-924 carrier ... they had not updated their switch to add 780-851 to the Local Calling Area. I had my family in Alberta Beach call the carrier`s support line and they were able to correct it about 24 hours later. Thanks Steve for your help.
