Sorry, but without providing us much more details than that, you won't get much help

Since you said you can receive a normal call and that when you dial, the signal is occupied by cons (whatever that means :( ), I am guessing that your dial plan is preventing you to dial out.

You may want to post screenshots (use google if you do not know how) of your SIP settings (must include the part that shows your dial plan), so that others may analyze it and help you further.

Good luck! :)

are you using softphone or ATA?
ports opened? which one's?
if an ATA does it work connected to your modem?

please tell us more...

Utstar -DSL/Cable modem (guessing its a DSL box), DMZ set to D-Link or gateway enabled,
On D-link (PPPoE'ing?) port 5060 forwarded to ATA (what kind of ATA?)
ATA - what is your Dialplan set at? what is your ATA... PAP2T - SPA1001
where did you get this ATA from? FPL?

A dial tone is telling me your ATA is registering. so is incoming calls. out going port shouldn't be a problem

its gotta be one of these
dial plan..?
your phone connected to your ATA? (old rotary phone)
voltage set for your FXS port, maybe but i doubt it
dialing the area code with the phone number? eg. 613-421-2205 (my old phone#)

man o man, i do wish there was an easyer way to do remote assistance (than MSN Messenger) your computer to see whats going on over there.
Hack in, that seems better then asking.
