Me too, and I am calling from a Bell landline. All I get is a busy tone. Is that a telemarketer that you are trying to call?
Legit toll-free subscribers can decide what calls they want to receive and it seems that they do not want calls from my region, hence the busy tone.

This is a teleconferencing #. I was able to connect using gmail but not FFL. Maybe the reason is they do not accept toll-free calls outside of the USA.

There, I corrected it for you.
If you were able to connect using gmail (and not with other providers) while in Canada, then it suggests strongly that it is a toll-free number accessible only by gmail users regardless of where they are.
