Do not use the same random SIP port for any other Line. Always choose a different random local SIP port for each FPL account you're using.
2) A. Turn off both router and ATA. B. Turn on router. Wait for router to be fully up and transmitting data first. C. Turn on ATA (router needs to be full up and running first).
3) Test again with an incoming call
If that works, a corrupted NAT association developed between your router and ATA.

SIP change didn't work at first when I followed your 3 steps. But, when I changed the Proxy to voip2.freephoneline.ca, my incoming calls was working again.
