That's SIP error 484.

Okay, you should be dialing 011 first with FPL to make international calls.
1) You should should view your FPL call logs to ensure the full phone number is being sent: log in at

Navigate to Status-->Call History.
Was the full phone number sent via whatever SP you have FPL configured on?
3) Make sure you're not trying to spoof outbound caller ID or block your outbound number.
Pick up the phone attached to your OBi110. Dial *82.
If the full number is being sent, then there's probably an issue with an interconnect carrier that Fibernetics is using.
I suspect this is the case since you were able to dial these numbers before.
