With the VoIP unlock key, you aren't restricted to an app. Freephoneline was originally intended as a home phone replacement and does not support SMS.
Fongo Mobile works on anything that can run the Fongo Mobile app. Probably the most common usage is on smartphones and tablets. Fongo Mobile supports SMS with this caveat concerning SMS short codes:

I suspect Fongo Mobile makes more sense for you to use since it's easier for most people, but it's your choice.

It's $25+tax per number to port in. Porting out is free, given that in your usage you would have already paid $25+tax per number to port in.

All porting requests go to the same support team, so yes. The VoIP numbers are considered landlines when porting.
