Here is a work- around I am using .

All incoming calls are always calls forwarded from FPL to Cell number(when using SiPDroid, Cell number is forwarded from my Cell phone to Callcentric number $5.95 a month unlimited incoming calls.Ring....Ring.
All out going call with SipDroid use FPL.
PBXes configurations for this setup are also needed.
FPL and SIPDroid will not work directly with FPL server.
