Can not call to area code 250 in BC

Hello Everyone,
I am trying to call BC area code 250 and it tells me "your account balance is insufficient to place your call to that destination."
I thought BC was covered in the free calling list ???

Any suggestions ?

(I just found out that The area code 250 also serves the United States city of Hyder, Alaska.-- is it possible to have same area code for BC and Alaska? if so is that why freephoneline is telling me that insufficient founds?

Now I think reading that you can only dial 604-xxx and 778-xxx numbers in the BC area.
