Call not covered ?

Hello.

I've just installed the new soft version (3.0.3.0) and since I do that, I can't call in France. Like usual, I compose the number : 133xxxxxxxxx (x for number) and the soft says me "the call is not covered by your plan". However my credit is 1.24$. So, what's the problem ? Wrong number combination ?
