Hi,
My brand new ATA worked fine for a couple of days, this morning, after last night's electrical storm, I'm unable to make or receive calls. The red light is flashing regularly on and off. Is my ATA defective?

Your ATA was most likely struck by a power surge and damaged.
Can you get at the web interface of it?
We always strongly recommend that all ATAs, modems, and other sensitive electronics are put on a good quality surge bar, preferably even a UPS. During Sunday night's storm I actually completely unplugged most of my home electronics (even though most were on UPSs and expensive surge bars).
