FPL charging me when i call to a free calling city

Hi
I have called someone in Mascouche Qc, and FPL charged me for the call.
I have called someone else in mascouche to check it and nothing as been charged.
Very weird.

Someone has an idea.

It is located in Mascouche, Qc

How come it is not free?
A lot of cities in the list of free call cities are in the 450 are code.
You can see on the list that Mascouche is listed on the free calling city.
