Two ATAs
Can I use my SIP account in two ATAs at once (one in the city, one at the cottage)? If so, can they ring at the same time or does one have to be shut off?

You can only run one at a time. If you do run two then they will keep stealing the registration from each other. At best you will not know which phone will ring, but more than likely it will just be a big mess.
One alternative is to use a service like pbxes.org which will allow you to register the FPL account with them as a trunk, and then you register your two ATAs to them as extensions. This way both will ring if that is how you set it up.
If you are only going to be at either your city house or the cottage, then you could turn off the ATA where you are leaving, and turn the other one on. You just have to remember to do it. Also you will have to be aware of the implications of dialing 911 as they will not know where you are, or they might think you are where you are not.
For an extra 50$ you could buy another config file, then IN THE ATA forward your city number to your cottage number when you are at the cottage. This way there won't be a mix up with 911, or having to remember to switch ATAs.
A few ways to think about, others may have more, but unfortunately not the easiest way which would be for FPL to allow us to register more than one SIP client at a time. Maybe in time....

You cannot forward freephoneline number to another freephoneline number.

This may not be a proper solution for brucethom, but you could also utilize Follow Me to your cell phone. Some plans offer some (free) long distance minutes and could be an option.
