I paid the 50$ for a freephoneline.ca SIP i.d. but, using multiple softphone softwares, 50% of my incoming calls and 50% of my outgoing calls do not connect or produce audio. I can sit here redialing the same number, or having someone redial in to me, and half the time I get nothing (the line just rings on the other end if incoming; I hear nothing if outgoing).
Is this all a problem on my computer's end? Are other people having flakiness in quality or connections once they have basic setup working?

I think it is a good bet the flakiness is coming from your end. Try this site regularly to test out the jitter on your internet connection. http://myspeed.visualware.com/servers/n ... erate.com/

You will also have to make sure that all of your firewall settings in your hardware has open UDP ports. This means that your computer, modem and/or router need to have the following UDP ports open in the firewall settings. 5060, 5061, 6060,6061, 13000, and 13001.
