Sure it is! Buy the SIP config file, then use a SIP client on your phone such as CSipSimple, 3CX Phone, SIPDroid, or the native SIP client on Android 2.3 and newer. If this isn't what you were asking, please provide some more details as to what you are looking to accomplish.

I think the OP was asking if an Android app is available to replace or compliment the PC based soft phone.

You're able to get that from "Is this available?" You must read minds too... I use Android and I have no use for the pc app, or a FPL app. You are assuming that is what the OP is asking. I'd tell you what I was once told assuming makes you, but that's not board appropriate.
Currently freephoneline.ca does not have any OS proprietary SIP applications; for those you'd have to (for the mean time) use what tbrummell suggests in his post (below):

I installed SIPDROID and 3cx without success at making them to work on my 2 androids phone (xperia X10 and Acer liquid M)
can someone assist me on how to properly make it work or suggest me any other setup/configuration/software for my hardware?
