Cannot Hear From (519) 619- and (519) 636-

Hello ... I was wondering if anyone has problems making calls to London's cell number (519) 619- or (519) 636-. When I make a call to these numbers, I can hear the receiver but they cannot hear me. If they were to call me back, then we can both hear each other. Other calls to other London cell phones (519-200-) work fine? Any idea? Thanks in advance.
