I am new to FPL and am considering getting a USB phone handset instead of a headset for use with a computer.
Will any VOIP handset work with FPL including those called Skype phones?
I expect to have to use the FPL software, I just want a device that transmits/receives like a headset.

That is a big maybe. Most USB phones take priority as a sound device over the default sound device already installed. That is a huge advantage when it comes to the Freephonline client, because the Freephoneline client does not not give you the option to select a sound device. The downside is that all audio, unless otherwise selected, will also go through the USB phone.
The keypad on a USB phone is almost certain not to work.

I realize the keypad won't work but are you saying that a USB phone will behave differently from a USB head phone?
If they are he same then I prefer to get a phone.

It depends on the USB device. There are so many people making USB phones, I have no way to tell you how they would behave. It should behave like a USB headset, but there is a chance it will not. Sorry I cannot give you a more definite answer.

One idea is to consider the longer term... if you're using FPL and enjoying the service, you may want to purchase the SIP Config file. In that case, you'd be able to use an external ATA or another SIP application where you can choose what device you want to use and could influence which you'd like to buy, and in the meantime just use whatever you have.
I personally have a SIP phone or otherwise use a headset. I figured that if I was at the computer already, a headset could keep my hands free while I'm on the phone.
