I cannot call or received phone calls today. But I have dial tone, can someone explain, please ?

Now the issue, seem to be resolved,..very strange...

It's not too strange... the dial tone on a traditional POTS line is more or less generated by by the telco, so when you dial it hits the telco directly.
Unless I'm mistaken, the dial tone on a VoIP line is locally generated, so you hear the dial tone but there's a problem with your VoIP connection. So, when you try and dial, the call goes nowhere since the connection is bad. Next time, you can try and restart the softphone or ATA (or disconnect, wait a minute or so, then reconnect).
