Does anyone know SPA-2100 works with FPL? anyone have config screen shot?

I hope you have a good router. The Linksys SPA-2100 is likely not a very NAT friendly ATA, and needs a good router to forward the correct ports to it.

when FPL says they will send config file, does it include all the settings i need or what?

Pretty much. You will get a username, password, and proxy server details that should enable you to connect the ATA.
