I just have a quick question if I can port out from FPL to Bell or not if I move to an area has no high speed internet?
We don't have phone bill from FPL so what if Bell asks from recent phone bill LOL

No, it's not a trap. Of course you're able to port out at any time you want - Though, we'd be sad to see you go!
A phone bill is really the carriers way of ensuring the phone number they're taking ownership is really belongs to the client asking for it from the other carrier. Smaller carriers like us (compared to Bell), rely more on these things because the repercussions of porting the wrong number in due to not collecting all the paperwork far outweigh that of Bell porting the wrong number. There are of course other reasons why paperwork is asked for but that is really the most effective when explaining it

If Bell asks for ownership info in lieu of a bill, a screen print of both your 9-1-1 contact info from your APP SETTINGS and your main APP SETTINGS page (showing phone number) should do -- they both reference to your EMAIL ACCOUNT at the top ...
If that is not enough for Bell, then asking for an authorized email from Kris may be the way to go, where it would show your residential info and your FPL # on one page, with the FPL logo and an FPL contact email address on it in case they need to verify ...
May not even be that complicated, dunno.
If you do have to do it, let us know what Bell all wants to make this happen.

oh I won't port out I just ask for a friend who also you use FPL like to port out to Bell cause where he will move only have Bell telephone

Just as an overblown example, if I have a Calgary-based FPL# and moved to a suburb of Edmonton, Telus (in this case) would laugh at me.
More regionally, say Vancouver area (where I am), I have a Vancouver-based FPL # ... I could port that out to ALMOST all locations as Metro-Vancouver is pretty well all the same calling area (ie: Delta, Whalley/Newton, New Westminster, etc). However, I doubt that I could move it to ALDERGROVE (as they can call Abbotsford) or WHONNOCK (as they can call Mission) ... I could try getting a hold of Telus and finding out, but this is just a hypothetical.
If you can tell me where your friend's FPL # is based (which ratecenter/exchange) and where he/she is planning to move to, I can do a quickie bounce off of www.localcallingguide.com and tell you if the two areas are somewhat compatible or not ... in any case, I would still be interested in knowing how a port-out works and what issues Bell may have...
