You will be able to call all of these towns/cities for free http://www.freephoneline.ca/cityListing
There might be a few more kicking around, but that is the list you should be going from.

Xbox -- the list Jake refers to is the OFFICIAL listing ... it is, however, sadly out of date ... Some staff from FPL are promising an update to come soon ...
One way to use OFFICIAL FPL information requires you to do some cross reference work tho ...
Use the rate-lookup table
http://www.freephoneline.ca/ldServices#rl
-- scroll down to CANADA, click on SHOW COMPLETE LIST
-- find the NPA-NXX you want and see if it is $0.00 (or has a price)
If you need to then CROSS REFERENCE this back to place names (ratecentres/exchanges), use:
http://www.cnac.ca/data/ac514.htm
-- just replace 514 with whatever area code (NPA) you need ....
silly 2 step procedure, but this is the only OFFICIAL way to check right now. We had some other ways before, but the list is SO OUT OF DATE, that this is the most reliable!!

You can always ask too!
If you have a few cities in mind that you know you are going to be calling a lot, you can ask here ...
Most of the majors are covered right now, lots in QC and ON, less out west where I am, and the maritimes are sparse ...
