Should a caller pay a long distance charge?

my Freephone line number is 343xxxxxxx. I am in Ottawa and its area code is 613. should my friends pay a long distance if they call me from Ottawa?

This will be down to their telephone company. They will have to call in and ask why your number is coming up as long distance.

As Jake has already said, it would depend on who the provider is for your friend's phone service(s). Assuming that your FPL # is an OTTAWA-based 343-xxx-xxxx number (you did not say), it should be treated as a LOCAL call by ALL providers, regardless of the 343 vs 613 difference. As an overlay area code, there should be no rate/toll differences between area codes _IF_ the ratecentres (exchanges) are local calls.

If your friends are having a problem calling your FPL # (which does seem to happen from time to time) and are being told by their provider that it is a LONG DISTANCE call when it SHOULD be a local call (ie: Ottawa->Ottawa), then they will need to contact THEIR customer service department and request that it be fixed/updated.
