As far as I understand things.
FreePhoneLine used to be the name that this residential VOIP company went under.
A little while ago they set up 'branded' version of their services to companies like BudLight.
There are / where a few other companies that seem to either be a branded version from them, or them going by another name. ClearPointTel being one of them.
Recently they seemed to have changed the main name to Fongo, and all these branded versions are now 'powered by Fongo' - so in essence a new umbrella company was formed.
FreePhoneLine no seems to have switched roles from being the top name, to being a branded version.
DellVoice is another branded service that is currently being the touted flavour of Fongo. This is currently the only version I know of that has a smartphone App for free calls. The Bud* sites do have a mobile dialler, but that is basically all it is.
I have no idea what the current agreement between Fongo and DellVoice is, but I am sure once it comes to an end and another company comes along they will be offering that on Fongo.com instead of DellVoice. <-- just my opinion, I could be well off base. DellVoice will obviously still continue no matter what.
The long and short of things is they are all pretty much the same thing, but the different brands do offer slightly different things and are of course backed by different companies. I could list the differences that the branded versions as I know them offer if you like.

I think you are correct that the FONGO brand is the overall umbrella that everything else falls under. I would imagine that the relationship between DV and Fongo is probably "term of life" for the software -- I would think it would be pretty hard to change the underlying structure/provider (although NOT impossible) seeing as it seems to be built on Fongo infrastructure. I doubt we could get specific information on that, but ....
