I have a bit of an issue:
In our household we have 2 accounts with DellVoice (app) and 1 with FreePhoneLine (main home phone number, ATA).
I have the main FPL number forwarding to my cell phone, and I had one DV forwarding to the FPL main one, no problem. I then needed to forward the second DV to my cell, but since a given phone number can only be used once, I thought of forwarding it to the main house number instead, losing the forwarding for DV 1, which would ring the Cell simultaneously. This is what happened:
1.- I removed my FPL number from the follow me setting in DV 1;
2.- I tried to add it to the DV 2 number but got the error that it was being used by somebody else (which obviously, was not the case, as I had just released it);
3.- I tried but could not add the second DV as a follow me (same error) to either DV 1 or FPL accounts, even though that is a number I just got today;
4.- When I tried to re-add the FPL to the DV 1 account (basically, going back to the same scenario I previously had), I got the same error (even though, it was set up there initially).
Funnily enough, if I add either number as a follow me in the same account (that is, the FPL as a follow me number in the FPL account, and the DV in the DV account), the system does take both (I presume it does not validate self number?). If I try to add other 2 DV or FPL numbers (my brothers') they go through flawlessly, too.
I called 2 or 3 times to Customer Support today, and they were mostly lost, which is a shame. I regret to say, they were "fishing" and had absolutely no idea of what could be causing the problem.

Odd.  Sometimes, the system does not update quickly enough and you get the fail message if you are changing FM#'s around between accounts -- I have had this happen.  Try again to put it back, see if it goes thru.
Another suggestion that I can give is to daisy-chain them a bit, if they go thru, to fwd one to another which is already fwd to your cell ....
DV2-->cell
DV1-->DV2 (which then fwds-->cell)
That example has your cell entered ONCE only and therefore does not trigger the issue.
Might need some creative tree routing, but draw it out and tinker a bit.
