How can I get a 403 area code?

You can't just change it, the only thing you might be able to do is delete the account you have now and sign up again for a Calgary number again and hope you are offered a 403 number. I am not sure if FPL still has any left though. You might get lucky if someone has cancelled their account.

BTW, Google Voice no longer has the area 403 loophole open, so even if you got one it would not work

What a thrill. You are correct. It doesn't work to forward a GV # to a Calgary phone #. It used to work, but clearly not anymore. Oh well. At least GV will forward to a US MagicJack# and MJ can forward to Canada.

Yup, the Calgary option died a while back ... and there are very few 403 #'s that come available, usually as Jake said, when someone cancels an account. For all intents and purposes, your 587 should work for MOST other things (other than fixed loopholes...)
