Is it possible to replace the generic voicemail message with my own voice and message?

Under Personal Options > Greetings you can customize your greeting.

Is it possible to change voicemail settings by calling my Dell Voice number?

You would need to cal one of our remote access numbers. you can not access your VM settings by calling the Dell Voice number itself. the Remote access numbers can be found Here
