Well, I am an afilliate marketer and I will tell you what I look for and what works best from my experience in this feild of marketing. The key to successful affilliate marketing is motivation and incentive. And with that it breaks down into a few factors:
1. Atrractive compensation- a bounty, plus residual commission percentage of the customers bill for the life of the customer, and an override structure to reward for recruiting new affiliates which includes residual commission overides of the refered affilliates total monthly sales volume. Incentive bonuses for acheiving is also very important. Pressure quotas to receive commissions are not good as they do not reward affilliates for any sales if they do not hit the targeted quota and can leave an affilliate deflated and ready to leave. However extra incentives for hitting certaine marks work well. Share options and pool bonuses are very powerfull however in my opinion they should be outside the compensation structure to avoid the typical mlm image and to avoid confusion which can often turn away a potential affilliate. A mirror site, and an online back office for recruiting and sales tracking is essential. Included in the backoffice should be sales tools such as banners, links, and any promotional materials. All these should be free as they aid in adittional sales. Promotions to intrigue customers also make a tremondous difference in boosting sales. Cookies should be placed to track results and give compensation where it is due and should be lifetime cookies.
2. In addition I personally look for companies that offer solid products or service, exceptional value with a competive edge on pricing and quality, strong customer support and free to join.
Many companies have gone wrong by being week in any are many of these categories. Such as the compensation plan for example. I have seen companies offer such small commissions or overides that when I am looking at the overview I ask myself why do they even bother. These companies are forgeting or not realising that the sales that are generated from the affilliates are sales they would not have acquired without the efforts of the affilliates, and did not have to spend anything on advertising to acquire these customers. Not to mention loosing their affilliates when they realise they are being taken and/or jump ship to a more lucrative offer. So my advice is to stay competative. Reward for efforts, loyalty, and the cirle will complete.
I also think that it should not be mandatory for an agent or affilliate to subscribe to the service in order to be able to market. However, becuase the agent who recruited them did the work, they should be the customer of the person who recruited them, should they choose to use the service. I do think they should be recquired to give the first sale to the person who recruited them. That sale could be their own subscription to the service or their first customers the choice is up to the new agent. This will do a few things: reward the recruiter for their efforts, give the incentive to train the new agent, deter the new agent from "skipping" or signing their spouse up to take the compensation that should go to the person who recruited them because it gives the new agent the option of still being their own customer and receiving the extra discount via commission if they give up another sale.
Keeping the compensation plan simple is another key factor. People with inexperience get confused with big matrix looking graphs and charts. The suggested plan example mentioned above is simple to understand and keep track of.

If there was some kind of finders fee I would have made a little money from my friend I am signing up. If he also gets broadband through them there is potential to make a little more. What if I also manage to get his company signup up with their business side of things, there is potential for me to earn a bit from this also. They must be willing to pay a little for a new lead like this.
The 'free number' is just a loss leader to sell other things. Most companies are willing to pay something to people who bring in new quality customers.
Personally I am happy to recommend anyone to FPL for nothing as I save every month for not paying a phone bill. So in a way, they are paying me

You have me confused with the OP. I am not looking for an affiliate program as I stated. I was just pointing out ways an affiliate program might be implemented. I don't see what was wrong of him asking in here though.
