Hello,
I'm at the airport and I tried placing a call on my Windows Dell Voice app. After I enter the number and press Call, the Dell Voice app doesn't make a ringing sound, and the phone I am callling does not ring. Does Dell Voice not work at airports? I was able to place a call with Gmail Chat's Call phone service.

Using the airport free WiFi? Chances are that the provider of that FREE WiFi is blocking the ports that DV uses ... for the obvious purpose of preserving bandwidth...

I have personally used the Android version of Dell voice at Halifax International Airport. Incoming calls do not work, but outgoing call quality is excellent.
Google Voice and Skype use a different VOIP technology that is a lot more tolerant to hostile NAT networks. Dell Voice uses standard SIP VOIP, which is great when it comes to choice of VOIP devices one can use, but has known issues with NAT networks.
A lot of NAT networks are just not very good, because SIP VOIP is not considered.
EDIT: Incoming calls also work here now.
