On one computer, can't dial any number

My sister cannot place calls on her Dell Voice account using her HP laptop anymore, She can no longer dial any number, whether by clicking on the Dell Voice numbers or typing the numbers into our NumPad.

In the past, she was able to place calls on the same HP laptop. She has tried uninstalling and reinstalling Dell Voice, but that doesn't help.

I logged into my account on her HP computer, and I have the same problem. (On other computers, I can log in to my own Dell Voice account without any problem.)

When my sister logs into her accoun on some other computer, she can place calls.


On her computer and while logged into my DV account, I tried calling my Dell Voice number and I saw this message:
Incoming Call. Accept or Reject.
So it appears I'm able to receive calls.

I ran Test Connection and the result is:
Status: Done
Results: Call Service is OK
Data Transfer: Unable to send/receive sound data! Port 13000 should be available.
Possible reasons: None

It would appear that according to what it is saying, port 13000 UDP is being blocked or used by another program on the computer.

On my Toshiba computer, I get the same Testing Connection messages, but I don't have the same problems. So I don't think it's about port 13000 UDP being blocked.
