Hm, if it doesn't happen when you call with other phones, then it leads me to believe it's a problem with the cell phone companies termination on our network. I'd need more info and call logs to check for sure though.

What ATA are you guys using? Usually it's the physical phone which is the issue.

I am using LINKSYS SPA-3000, i have two cell phones, one is koodo, the other one is telus, none of them can get through.
I never tried a landed line, but probably can not get through either

I am having the same problem with one of my freephone lines. I get a busy signal when calling from both a Rogers cellphone and from a BabyTEL VOIP line.

Another strange thing right now is that if I forward the FPL number to my mobile phone, then when I call it from another phone it goes straight to my FPL voicemail. This is of course way better than gettting a busy signal.

Hopefully it is fixed soon.

I'm just throwing this in here, because it sounds a lot like the problem I was having.

To me it seemed like the PAP2T was not registered with the FPL system. I could call out, but calls in would get a busy tone. How I fixed it was to change the registration (Registration Expires?) time down to 60, rather than the 3600 that was shown in the PDF file for the settings.

This has fixed my problem, and I have not had a problem since.

Might be worth a go.
