I used to have no problem using DellVoice at Starbucks, but recently (a few months) I could not get the landing page to click on the Terms and Agrrement acceptance and therefore can't use DellVoice at Starbuck anymore. Similar situation at McDonald. Any idea why?
On the other hand, there is no problem to get the landing page at Toronto Library to click on the Terms and Agreement acceptance but apparently the library blocks all voice app like DellVoice. Any idea to bypass it?
Dell voice works great with wifi at home and others like Pizza Pizza (where avail)

WiFi hotspot providers are well within their rights to block access to certain types of content, be it the ports that VOIP uses, or porn sites, or torrent traffic.
Remember that when it is FREE and provided by someone else, the person that is actually PAYING for providing the service (someone is, Starbucks, or McD's ... the internet still is not free!) has complete and total control over what they allow access to.
Most WiFi is good for websurfing, emails and a little bit of YouTube ... but other than that, I would not rely on it; I do not even do any online banking over free WiFi just out of habit of being security conscious ...

Strange that landing pages aren't coming up though, this is more likely an issue on your PC that needs to be troubleshot.
Turn off all programs that might access the internet (Messaging, Torrents, VoIP Apps, IRC, etc.)
Then open a web browser with a single open window/tab. I suggest using I.E. 9+ for this.
(Many sites are designed to IE without regard for other clients, such as sites requiring ActiveX controls)
Does it work? Do firefox, chrome, or Opera work? (Don't worry about waterfox, rockmelt, or a dozen other browsers most are just add-on packages to firefox anyway.)
Have you checked your hosts file recently? (Start > Run> notepad "%windir%\system32\drivers\etc\hosts") Anything in it other than ::1 localhost or 127.0.0.1 localhost? Could be the culprit right there. Have you run a full scan Malware Bytes recently? Have you run a full virus scan recently? Remember there are viruses out there that specifically attack name resolution, primarily because of how easy it is, on a side note as a net-sec researcher I've been considering using some DNS attack methods to ferret out vulns in Active Directory and Microsoft Exch.
Removed issues? Good, now download CCleaner, run it with default settings to remove old temp files and internet settings.
Now open a command prompt. (Start > Run > CMD)
and run the following commands
ipconfig /flushdns
netsh winsock reset
ipconfig /release
Now reboot your computer.
Try again.
