Hi,
I have two accounts with FreePhoneLine at home and I have been very happy with the service over the last 1-1/2 years.
However, I had to call the City of Toronto hotline (311) due to a problem with the water at my place (http://www.toronto.ca/311/). Unfortunately, the call would not get through. I get an error message stating: "Your account balance is insufficient to place this call to that destination." when dialling from the account where I have not purchased credits, or "The number you have dialled has been disconnected and is no longer in service. Please check the number and dial again." when dialling from the account where I have purchased credits.
I have a Cisco SPA2102 ATA and I have the following included in my dial plan: "|[3469]11|".
Then, I used a cell phone on the Rogers wireless network to dial 311 and the call went through without any problems.
Please advise how to dial 311 to contact the City of Toronto for an emergency, like no running water. Thank you.

Before Mike locks the thread and tells you to search first, I will chime in and say that "311 dial problem" does not search properly.
Fongo used to support 3-1-1 service in SOME cities (not all); however, this no longer seems to be the case as of a few months ago.
3-1-1 used to work in Vancouver area for the same reason, and has since ceased to work also.
Your only option, other than waiting for Fongo to fix this on their end (which is unlikely) is to dial the 10D # associated with 3-1-1.

Neil is checking into 211/311 in supported cities to see why these calls don't seem to be connecting in some cases. Him or myself will update once we hear something!
