When the follow me service is activated and the phone number used as follow me is in use, the mailbox is not activated.
I think it will be a good option to go directly to the mailbox in this situation.

The Followme feature is a call routing type feature. Once your FPL is offline or busy, it passes the call to the followme number first in queue, and if that is busy or off, it would go to your FPL numbers voicemail.

I am testing it right now. I turned off the voice mail of the forwarded phone, that led the call back to the voice mail of the softphone---I got greeting and beep---however, there was no message recorded. So it means the call was dropped but the caller thinks his message was recorded.
