Fongo Dell & android

This old dinosaur I am is trying to update itself with new gadgets and figure out how to make the best of them for all its needs.

So I'm about to buy an android tablet.

I have the "old" Freephoneline" with the unlock key using it as my home phone.

What I'd like to do is put the DellVoice android app in my tablet and when I'm away from home (when WiFi is available) use my Freephoneline for incoming and outgoing calls and sometimes text messaging to my daughter who does not yet have Fongo.

Now please correct me if I'm wrong or confirm.
1) As I read Freephoneline and DellVoice are two distinctive services powered by Fongo.
2) Only DellVoice has an android app for tablets.
3) So if I want to use my tablet for calls and texting I need to subscribe to DellVoice (meaning getting a new number).
4) Also if I want to text to someone who does not have DellVoice I will need to pay $1,99 per month.

Is there any way around that? What would be my best shot?
1) Keep FPL as I have it, create a DellVoice account for my tablet and when getting calls to my FPL have them also ring DellVoice (Using call forward with simultaneous ring)?
2) Create a DellVoice account and pay $50,00 for the unlock key to use as my home phone and port my FPL number to my new DellVoice account? Would I incur the 4,95 per month fee for my home phone?
3) If I do the latter do I still need to pay $1,99 to text to someone not using DellVoice?

DV doesn't sell unlock key any more so you can use DV as home one
