Register for a free Freephoneline account, then call in to Customer Service and pay the $50 for SIP access.

Or, if you really only want to try a pure SIP account (does not allow you to make phone calls to regular phone but you can can other SIP users) then you can get a free account from getonsip.com, ekiga.net and a number of other places. If you need help then give us a clearer explanation of what you are looking for.
