Newmarket outgoing call is down

I can receive call, but can not make a outside call. :?:

outgoing call in Toronto area is back to normal, but incoming call is out of service at10:00PM Jan16

FPL is frequently out of service in large area in recent 2 two months. How could we have confidence?
