What is happening?

I sent the letter of authorization on 31st of December, 2012,

and a few days later I sent the latest landline phone bills, I did that on January 4th, 2013,

and on January 15, I was told to send the letter of authorization again which rather disturbed me but did anyways.

And it has been another two weeks since I sent in the letter of authorization for the second time but I have not heard anything.

Could anyone tell me what is happening?
