got ip by hooking up to dlink 615 . then hooked to computerby lan cable. go to ip but not connecting

I would suggest you didn't get the right IP, or something is not set up right.
As in the second like, pick up the phone connected to it and dial ****110# and it should tell you the IP

Is it a new ATA or is it locked? for example is it an old Vonage ATA?

You should either be able to get in with a blank username/password, or Admin as the username and blank password, or admin as the username and blank password.

Where did you get the ATA from? and is it new?

it means that your ATA is locked

you can unlocked it but it's hard to do it

Just buy new one that unlock and you good to go from there
