terrible! incoming call went to voicemail

It has been an issue since last December, 90% of time the incoming calls go to voicemail directly.

I've done port forwarding, DMZ, even bought a new router, changed configurations here and there, but problem still exists, frustrated and terrible experience

I reside in quebec

FPL can not solve this issue??

Can you please provide more details? What is your current setup? (model, router, ATA)
