Port 13000 issues

I'm having an issue, trying to figure out, why I cannot hear someone when I call them, yet the can hear me on the other end.

I've tried sending pm's to two different site moderators, and have yet to resolve this issue. They have both said, I can configure it through logging in through my router, or I can do it through my operating system. I was hoping, beside the fact of having my phone app working, is to fix this through my os, instead of sitting on the phone waiting for god only knows how long with Rogers to find out what my username, and my password is.

I have been ever so patiently waiting for 3 weeks to have an answer on how to fix this, and I'm hoping today will be a better day to get an answer. Weather it's resolved by finding out what my login information is for my router and fix it that way, or fix it through my os. Although I personally believe waiting 3 weeks for an answer is quite patient of me, but let's face the facts, 3 weeks is too long.

I'll keep my fingers crossed that I'll have this figured out by today!
